Background

Kyrgyzstan is prone to natural disasters and emergencies. It is estimated that on average there are some 200 to 300 small scale emergencies such as landslides, mudslides or floods; while seizmic activity exceeds 3,000 tremors a year. In order to enhance cooperation and coordination in disaster risk reduction, response and recovery from emergencies between the government and its relief partners, a Disaster Response Coordination Unit (DRCU) was established with the aim to provide operational coordination services.

DRCU

The DRCU is managed by a steering committee comprised of representatives of the donor community, NGOs, Red Crecent and the UN agencies. Their responsibility is to represent the interest and coordinate the work of the respective organisations in disaster preparedness, response and recovery. At central level, the DRCU is subdivided into sectoral coordination groups, each headed by a sector lead. The following sectoral sub-groups have been established in Kyrgyzstan:

DRCU sectoral groups interact at technical level with government line-ministires and state bodies.

At sub-national level, the DRCU is supported by two multi-sectoral rapid response teams comprised of UN, NGO and Red Crescent, called REACT (Rapid Emergency Assessment and Coordination Team). The Northern REACT, operating from Bishkek, consists of 10 people from UNDP, UNICEF, WHO, UNHCR and the Kyrgyz Red Crscent Society. The participating organisations provide the team with vehicles, radio and telecommunication equipment and other items needed for rapid response. The Southern REACT, operating from Osh, consists of 10 people from UNDP, ACTED, UNHCR, Kyrgyz Red Crescent and German Agro Action.

The mainĀ purpose of the OCHA Central Asia intranet is to act as a tool to facilitate communication and to improve the data sharing capability and overall knowledge base among the actors of theĀ  disaster preparedness and humanitarian reaction in Central Asia.

The intra-net will be used for internal use only to improve the flow of information, preserve the organizational memory, speed up the collaborative work and introduce new stakeholders to the humanitarian action mechanisms in Central Asia.

The intra-net is a OCHA Almaty computer network that uses Internet technologies to securely share any part of an organization's information or operational systems with OCHA Partners.
